Special Economic Zone – Białystok Sub Zone


One of the initiatives to speed up the economic growth of the City and the Podlasie region is the establishment of the Białystok Sub Zone of Suwałki Special Economic Zone, which is administratively delimited area, where business activities can be conducted on preferential terms.


According to Ordinance of Council of Ministers of 15th December 2008 on Suwałki SEZ, the Zone was extended and included Białystok Sub Zone. The ordinance became effective on 30th December, 2008.


The Zone’s territory is located in the southeastern part of the city, between Mickiewicza St, Jacka Kuronia St, Myśliwska St, and Solnicka St., at a distance of 1 km from S-19 national road and 3 km from very city center.

 


The Sub Zone in Białystok comprises the plots of total area 29.9129 ha and includes 2 separate investment complexes: Complex no. 1 – approx. 19,23 ha (8 plots, two of which have already been sold) and Complex no. 2 – approx. 10,7 ha (2 plots). Plots areas range from 1,5 ha up to 6,7 ha.

On September 2009 two of the plots (marked on the map as B and C) were sold.

On July 30th, 2010 next five plots of total area of 10 ha are to be sold. The plots comprised in Complex no. 1 (marked on the map as D, E, F, G, H) will be offered for sell in a public tender procedure.


Tender procedures are to be coordinated by the supervising institution - Suwałki Special Economic Zone JSC and will be executed altogether with the licence to conduct economic activity put out to tender - in accordance with the valid regulations of SSEZ.

According to Polish law, tender procedure on the properties in SEZ will be conducted in Polish.

Within the framework of accomplished project ‘Preparation of investment territories for the subzone of the Suwałki Special Economic Zone in Białystok through the development of infrastructure and road surface’ (the value of the investment – PLN 50,2m, including the co-financing from the EU funds) roads and technical infrastructure have been constructed.

Beside communication accessibility, the attractiveness of Sub Zone territories is being increased by the vicinity of Białystok Science and Technology Park, which will open in 2012. Functioning of both centres activating the growth on entrepreneurship will enable creation of one of a kind ‘Science and Industry District’. Synergy effect resulting from cooperation of science and research spheres with entrepreneurs, will contribute to the accomplishment of investment projects in the Sub Zone area.

 

Why is it worth to invest in Białystok Sub Zone ?

We are at a disposal of attractive real estates:

  • of strategic location near city centre and national road S19,
  • equipped in newly constructed technical infrastructure,
  • located in direct neighbourhood of Białystok Science and Technology Park, which will concentrate innovation and technological potential, priceless for the development of the city and region.

We offer
preferential terms of functioning in Sub Zone on the basis of tax relief and local allowances in form of exemption from real estate tax.

Any entrepreneur who makes an investment within the Special Economic Zone is entitled to receive public aid with respect to:

  • the costs of a new investment, and
  • creating new jobs.


Following income tax exemptions are applicable in the Białystok Sub Zone:

  • 70% - for small enterprises,
  • 60% - for medium enterprises
  • 50% - of the invested capital for large enterprises.


The minimum value of investment expenditures is 100,000 €, and aid may be provided if the share of won equity in the costs of the investment project is 25%.

By making investments in the special economic zone, an entrepreneur may also apply for some individual reductions in the taxes chargeable locally which are offered by local governments.

On 27 October 2008, Bialystok Municipal Office adopted a resolution with regard to the remission of real estate tax which is part of provision of regional aid in investment matters. The resolution describes the subject of remission as well as the boundary conditions which enable the entities to qualify for regional aid in investment matters.
Pursuant to the decree issued by Białystok City Council, the exemption from property tax refers to new investments or those investments which have contributed to the creation of new jobs providing that:

  1. the total financial layout for the new investment exceeded the amount equal to 30.000,00 Euro, or that at least 3 new jobs have been created in relation with the new investment – in the case of investments conducted on the property owned by micro-entrepreneurs,
  2. the total financial layout for the new investment exceeded the amount equal to 60.000,00 Euro, or that at least 10 new jobs have been created in relation with the new investment – in the case of investments conducted on the property owned by small entrepreneurs,
  3. the total financial layout for the new investment exceeded the amount equal to 250.000,00 Euro, or that at least 50 new jobs have been created in relation with the new investment – in the case of investments conducted on the property owned by medium entrepreneurs,
  4. the total financial layout for the new investment exceeded the amount equal to 3.000.000,00 Euro, or that at least 200 new jobs have been created in relation with the new investment – in the case of investments conducted on the property owned by entrepreneurs, other than those listed in points 1-3.
